The LMS standard design 4.6-0 tender locomotives were a natural progression in locomotive policy from pre-grouping designs, in the face of increased pressure for a top link LMS express locomotive in the late twenties. Although, the designer of the 'Royal Scots', Sir Henry Fowler, would have preferred a 4.6-2 design, when the LMS faced the introduction of the new 'Royal Scot' service in 1927 it was decided to construct a 4-6-0. Initially the GWR were approached for drawings of their 'Castle' Class as a basis for the new design, but this request was refused. Accordingly, the SR were then approached for a set of drawings of their 'Lord Nelson' Class. This request was granted and the design work for the 'Royal Scots', based on the 'Lord Nelson' Class, was shared between Derby and the contracted engine builders, the North British Locomotive Company in Glasgow.

The Class 6P 'Royal Scots' were built in two separate batches (6100-49; 6150-69) a total of 70 engines being produced. The second batch being constructed at Derby in 1930. The class were all produced with parallel boilers and they established the basic three-cylinder LMS express 4.6-0 chassis layout which remained recognisably intact until the end of the LMS. Later, when the experimental high pressure compound 4-6-0 Fury was rebuilt as a three-cylinder simple, this engine became the prototype for the rebuilding of the 'Royal Scot' Class with Stanier taper boilers. The general rebuilding of the class commenced in 1943, but it was not until 1955 that the last was converted. The engines remained in this form until their withdrawal during the years 1962 to 1965.
