He describes in this book all that the railways have done to achieve today's very high standards, but the evidence that he has produced also indicates that there have been times in the past when insufficient action has been taken until a serious accident has forced the issue, and he concludes that there are still things to be done before failures of the human element, as they are called, are completely guarded against. In particular he makes a special plea for more to be done to help the driver.
